It's a woman's responsibility to establish and communicate boundaries and a man's responsibility to respect them. Men will likely try to negotiate so assertiveness is essential. Also it's a horrible impression when you hear a woman say "ugh, I'm sick of all my guy friends wanting me for sex". That says something about the guy friends but also about poor boundaries. Plus, if a bunch of non-committed men are experiencing sex with a woman, how is a dude going to feel like it's a privilege to have sex with her in a relationship? Treating sex as meaningless makes it meaningless.
