This is true, but also how you dress is a language. If a man wants to look professional, he will wear a suit and he will be judged based on his attire. We could say he should be able to wear anything he wants - even look sloppy - because it should be the content of his character being judged, but this is silly and impractical.

Clothing that highlights the body in a sexual way is communicative, so it can be expected people will treat you the way you are communicating yourself - same as a man. This does not mean a man should invade your boundaries, but it should be accepted that limited dress communicates limited boundaries so men might be more likely to take a pass at you.

The nude female body may not be inherently sexual to women because women seem to change perspective easily based on context. To men, they are very strongly led by visual stimuli. To be whimsical with this notion is to completely disregard male biology. He must be civilized in order to repress his sexuality to deal with women who are unclad or dressed in a way that highlights sexual features.
